PA Replace Registration
You are offered the option of replacing registration in PA by visiting the PennDOT service center in person or completing the process by mail. Either way, Form MV-44 must be completed and you will need to show proof of identification.Your replacement registration fee is going to be $4.50; with any additional registration card replacements requested adding $1.50 for each.
If you believe your registration card or cards have been stolen, it is necessary to file a report with the police department before applying for a duplicate registration card, as well as submit a copy of your report with the application.
If you decide to complete the process by mail, you will follow these simple steps:
- Visit form MV-44 – Application for Duplicate Registration Card.
- Obtain a photo copy of your driver’s license.
- Attach your fees according to the number of cards you wish to receive.
- Send your application, photocopy license, and fees to:

Your cards are sent to you by mail within the next 30 days, or one month. If you don’t receive them in the mail by the time the month is up, you can request another replacement within 90 days of filing the original application without having to pay an additional fee. Simply get the statement of non-receipt notarized before completing the application.
If you decide to complete the process in-person, you will be required to visit the local Messenger Service, Issuing Agent, or even a Notary Public in your county.
License Plate Replacement
You will follow almost the same exact process as getting duplicate registration as you would for duplicate tags, however the fee is different.
- Complete form MV-44, like with registration, and submit to the office in person or by mail.
- To mail in the form, send with $7.50 fee to:

- You must include a photocopy of your license – or bring in your license to the office if you replace your tags in person.
