First Time Vehicle Registration in Virginia

First time vehicle registration is for:

  • Individuals who have just moved to Virginia with a vehicle registration completed in another state
  • Individuals who have recently received a vehicle as a gift
  • Individuals who have recently purchased a vehicle
  • Individuals that own a vehicle that they have never registered

VA Vehicle Registration – Insurance

Getting Your Vehicle Registration Paperwork Together

If your new vehicle was purchased from a licensed dealer, then the dealer is required to complete the vehicle’s titling and registration. If you purchased the vehicle from a third party, just moved to the state, or received the vehicle as a gift, you will be responsible for completing and submitting the vehicle registration paperwork yourself. To complete this process you will need:

  1. Your vehicle’s title.
  2. Complete a VSA 14 Registration Application or a VSA 123 For-Hire Vehicle Registration Application.
  3. If you are registering your vehicle in Stafford, Prince William, Loudoun, Fairfax or Arlington counties, or in the cities of Manassas Park, Manassas, Falls Church, Fairfax, or Alexandria you will need to have an emissions inspection on your vehicle.
  4. Provide proof of auto insurance.

Virginia Vehicle Registration License Plates

You will receive standard license plates upon vehicle registration. If you are interested in personalized or special plates, visit 4DMV.com’s personalized license plates section.

The DMV office will provide you with a set of stickers which must be attached to your plates. Be sure that the plates are clean and dry prior to affixing the stickers. This will ensure that your stickers remain fixed on your license plates, allowing law enforcement officers to view them easily.
